are you sure it's a 1932 Serafino? Bellini homepage mentions the boat as 1929 Riva Racer, which took part in Pavia-Venice races. The Serafinos of the following years look significantly different (square transom in stead of barrel back, mostly two cockpits, not the characteristic sharp concave bend in the deck up to the steering wheel, and they also do't have the wings).
Nevertheless a truly amazing boat, which falls into the early 152VO aera.
Amazing that it still has the two oars inside!

Some interesting quick research around the Pavia Venice race revealed this site
Serafino Riva (the father of Carlo Riva) obviously started to race the raid, which was first started in 1929, already in 1930. He finished 12th with a speed of 32.728 km/h. The following year he already finished 3rd (51.660 km/h). In 1932 he was able to top it up to 52.027. He's listed in the hall of fame 2 times according to the above website.
